‘Ethereum Is Going Hard’: Vitalik Buterin Backs Censorship Resistance Upgrade

Ethereum is doubling down on its cypherpunk roots. Developers have planned Fork-Choice Enforced Inclusion Lists, or FOCIL, to headline the consensus layer for the coming Hegota upgrade.

The Hegota upgrade is a coordinated change to the network’s core rules that developers expect to roll out in the second half of 2026. The proposal, introduced as EIP-7805is designed to ensure that Ethereum remains censorship-resistant at the protocol level by forcing validators to record all transactions.

With FOCIL, if a proposed block ignores valid transactions from inclusion lists, the chain can deviate from it, ensuring that every valid public mempool transaction is included within a limited number of slots.

While some validators have historically ignored certain transactions, including those associated with sanctioned addresses or protocols (such as the once-approved Tornado Cash), this network change would ensure their inclusion.

In an X after On Thursday, Ethereum co-founder Vitalik Buterin said that FOCIL works in conjunction with EIP-8141which he says makes smart accounts – including multisig, quantum-resistant signatures, key changes and gas sponsorships – “first-class citizens.”

“FOCIL enables censorship-resistant rapid recording of every transaction,” Buterin wrote. “So with FOCIL and 8141 together, anything including smart wallet txs, gas sponsored txs and even privacy protocol txs can be included on the chain via one of 17 different actors (the submitter or the includers) all chosen at random in each slot.”

According to Buterin, this move offers “guaranteed rapid withdrawal,” meaning virtually every valid transaction would be recorded within one to two slots, even in a “hostile environment.”

“Ethereum is going fast,” Buterin wrote.

Critics, including Ethereum developer Ameen Soleimani, argue that FOCIL could have unforeseen consequences for network validators.

“ETH developers, I love you. You mean well. But if you’re creating an EIP to solve the problem of ‘filtering out transactions with sanctioned addresses’ and your solution is ‘to allow validators to impose restrictions on builders through force, including transactions in their blocks’… then we have a problem, a big problem,” he says. wrote on X in August. “And if you don’t see it, you’re naive or reckless.”

Still, many Ethereum developers argue that FOCIL brings more advantages than disadvantages.

In a separate one after on X on Friday Buterin described a broader ambition to create a “cypherpunkethos in Ethereum.

“I’m actually trying to do something even more ambitious: create ‘cypherpunk-principled non-ugly Ethereum’ as a complement to the current system, in a way that is as tightly integrated and interoperable as possible, and then grow it over time,” Buterin wrote.
